Type approval

COMPLIANCE ASSESSMENT

Compliance assessment is an activity that helps to directly or indirectly identify the extent, to which vehicle or its constituent parts comply with the set technical requirements. Compliance assessment procedure includes approval or attribution of type.

Compliance assessment is applied for:

1.  all types of vehicles, the maximum constructional speed of which is higher than 25 km/h;   
2.  vehicles, the technical data of which does not comply with their registered or approved type;
3.  completed vehicle types.

Issue of vehicle type approval certificate

Type approval certificates and their copies are issued by Technical Department of the Inspectorate at: Švitrigailos St. 42 / 31, Vilnius.

Application for issue of type approval certificate or a copy of certificate shall be lodged with the Inspectorate by the manufacturer of a vehicle or a representative in Lithuania authorized by him. The application shall be accompanied by the following:

  1. information folder including technical data;
  2. vehicle schemes;
  3. list of certificates in compliance with the EC directive or an analogous regulation of UNECE (and copies of certificates as well);
  4. description of test results;
  5. copy of certificate of the company’s production management system;
  6. sample of type compliance certificate, names and sample signatures of persons authorized to sign the type compliance certificate;
  7. document confirming payment of the state fees.

CERTIFICATION

Manufacturer of vehicles and/or their constituent parts (hereinafter referred to as the Manufacturer), seeking a certification for types of vehicles and/or their constituent parts in Lithuania, in accordance with the regulations of United Nations Economic Commission for Europe (hereinafter referred to as UNECE) and/or requirements of the European Union, shall have the Quality Management System implemented, following the standard ISO 9000.

Issue of certificate (notification)

Certificates (notifications), regarding the performed certification of vehicle and/or their constituent part types, are issued to manufacturers by the Technical Department of the State Road Transport Inspectorate under the Ministry of Transport and Communications, at: Vilnius, Švitrigailos St. 42 / 31.

A manufacturer seeking for a certificate (notification) shall submit an application, including the following:

-  name, address, telephone, fax and e-mail of the manufacturer (legal entity);
-  UNECE regulations and the EU directives, on the basis of which the manufacturer applies for certification of vehicles and/or their constituent parts.

The application shall be accompanied with:

1.  a copy of the quality manual, prepared on the basis of standard ISO 9000;
2.  reports on testing issued by the technical service (laboratory), holding the certificate from the Inspectorate;
3.  informative document of vehicles and/or their constituent parts;
4.  sample of vehicle type and/or its constituent part (or a possibility provided to representatives of the Inspectorate to examine the vehicle and/or its constituent part).

It is not subject to any state fees.

EXPLOITATION MAINTENANCE

In exploitation of any motor vehicles it is necessary to carry its maintenance, as the owner of the vehicle is responsible for his and traffic participants’ safety on the road. Therefore, in order to control technical condition of vehicles in Republic of Lithuania, it is obligatory to undergo the state vehicle technical inspection periodically and repair defects if they occur. What concerns recycled vehicles, it is important that they do not cause danger to road safety and comply with technical requirements, set for vehicle recycling.

TECHNICAL SERVICES (LABORATORIES)

Technical service (laboratory) (hereinafter referred to as the Laboratory) performs test procedures of vehicle and/or their constituent part samples, following the regulations of United Nations Economic Commission for Europe (UNECE) and/or requirements set by the European Union (the EU). The Laboratory shall comply with Regulations for Activities of Technical Services (Laboratories), approved by the order No. 2B-306 (Gazzette, 2005, No. 129-4657) of the Head of the State Road Transport Inspectorate under the Ministry of Transport and Communications of the Republic of Lithuania, dated 24 October 2005.

Issue of authorizations

Authorizations for testing of vehicle and/or their constituent part samples are issued by Technical Department of the State Road Transport Inspectorate under the Ministry of Transport and Communications (hereinafter referred to as the Inspection) at Vilnius, Švitrigailos St. 42 / 31:

A laboratory seeking for an authorization shall submit an application including the following:

- full name of the laboratory, address, telephone, fax and e-mail, name of head of the laboratory;
- UNECE regulations and/or the EU directives, on the basis of which the laboratory seeks to test vehicles.


The application shall be accompanied with the following:

  1. copies of schemes of equipment arranged in the owned (rented) premises;
  2. copies of documents related to metrological inspection of the equipment in use;
  3. copy of accreditation certificate, issued by National Accreditation Bureau under the Ministry of Environment, in accordance with standard LST EN ISO/IEC 17025:2005.
  4. copy of quality manual, prepared in accordance with the standard LST EN ISO/IEC 17025:2005;
  5. copies of testing records.

There are no state fees.

Documents issued

Authorizations for testing of vehicle and/or their constituent part samples are valid for 5 years. The Inspectorate informs Secretary-General of the United Nations about the authorization for testing of vehicle and/or their constituent part samples in accordance with UNECE regulations, issued by the Inspectorate. The Inspectorate informs the European Commission and the EU member states about the authorization for testing of vehicle and/or their constituent part samples in accordance with the EU directives, issued by the Inspectorate.

WORKSHOPs OF NON-DIGITAL TACHOGRAPHS

Workshop of non-digital tachographs is a workshop where maintenance and repairs of non-digital tachographs are performed. The Company, seeking for an authorization to perform technical inspection of non-digital tachographs and their repair, shall have to comply with the regulation No. 2B-107 regarding Tachograph Workshop Activity, (Gazzette, 2005, Nr. 53-1821; 2006, Nr. 3-82; Nr. 80-3172; 2007, Nr. 62-2401), approved by Head of the State Road Transport Inspectorate under the Ministry of Transport and Communications, dated 12 April 2005.

Issue of authorization

Authorizations for workshops of non-digital tachographs and their copies are issued by Technical Department of the State Road Transport Inspectorate under the Ministry of Transport and Communications, at Švitrigailos St. 42/31.

A company seeking for an authorization for non-digital tachographs shall submit the following:

  1. an application, which includes full name of the company, address, telephone, fax and e-mail, name of the company’s head;
  2. registration certificate of the company;
  3. a copy of the contract on technical maintenance and repair of tachographs, concluded with the manufacturer of tachographs or his representative;
  4. documents regarding the owned industrial buildings (premises), their area and addresses;
  5. documents confirming that the measuring equipment used to perform technical maintenance, repair, termination of exploitation of tachographs, is inspected metrologically and calibrated;
  6. manual for quality management system, approved by the head of the company, prepared in accordance with standards LST ISO/TR 10013:2003 or LST EN ISO/IEC 17020:2005, and description of inspection procedure (requirements of this section shall be valid until 1 July 2007);
  7. accreditation certificate in accordance with standard LST EN ISO/IEC  17020:2005 (this requirement has been valid since 1 July 2007);
  8. qualification certificates of workshop mechanics, issued by the tachograph manufacturer or a representative authorized by him;
  9. certificates of persons, who passed exams for acquiring qualification to perform metrological inspections;
  10. document confirming payment of the state fee (380 Litas) for issue of the authorization (transfer with the stamp of the bank or original receipt).
